COMMISSION MINUTES, FEBRUARY 7, 2011
The Board of Washington County Commission met in regular session on Monday, February 7, 2011 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner, Chairman; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney
and Lou Kern, County Clerk
Chairman Otott called the meeting to order.
Next regular meeting is Monday, February 14, 2011 at 8:30 A.M. County offices will be closed on Monday, February 21, in observance of Presidents’ Day. The board will meet on Tuesday, February 22.
The board approved bills and payroll totaling $167,669.23.
The board examined and approved annual report of Kimeo Township.
The board approved and signed change order no. 2010-51 through 2010-58.
The board approved the use of the courthouse lawn for Fall Fest on September 17 and for Farmers Market during the summer months.
Alison Mueller moved to give $100.00 to Washington County High School After Prom Party from alcohol and drug fund. Gene Helms seconded and motion carried.
Ann Hawk, County Treasurer, reported that the State owned computers are in her office. She will be attending training in Topeka this week. Heather Gepner has chosen to remain with the Treasurer’s office.
Francine Regan, County Appraiser, presented contract with Kimble Mapping for GIS mapping of the cities within the county. Gene Helms moved and Alison Mueller seconded to sign the contract with Kimble Mapping for $13,000.00 in 2011 and $20,880.00 in January 2012 to provide GIS mapping for the cities. Motion carried.
Duane Bruna, Noxious Weed and Solid Waste Director, discussed the cost of accepting brush and trees at the transfer station.
Becky Pannbacker, Director, Washington County Senior Citizens, Inc., visited with the board.
David Willbrant, Public Works Administrator, gave weekly work report. Jacob Beikman and Justin Meyer are new hires at the Public Works department. An airport board meeting is scheduled for February 14, 2011 at 10:30 A.M. to discuss various airport issues. The County-Township meeting is Thursday, February 10, beginning at 9:30 A.M.,
at First National Bank, Washington.
Jim Prescott and Tommy Darnell, Keystone/TransCanada Pipeline representatives, joined the board and David to discuss settlement for road damages during construction. The first oil has reached Cushing, Oklahoma but is just sitting in the line for now. They will meet again on Tuesday, February 22, at 11:30 A.M.
The board recessed at noon for lunch and reconvened at 1:00 P.M.
The board discussed several issues with Elizabeth Hiltgen, County Attorney.
Christy L’Ecuyer, Business Coordinator, updated the board on the hospital project.
