Marshall County Commissioners’ Minutes

January 4, 2011

The Board of Marshall County Commissioners met in adjourned session with Michael J. Keating, Chairman; Charles R. Loiseau and Thomas K. Holle members; and Sonya L. Stohs, County Clerk present.

Commissioner-Elect Bob Connell was present for observing the meeting.

The meeting was called to order at 9:00 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Charles R. Loiseau moved, seconded by Thomas K. Holle.  Unanimous.

The Board received thank you’s from the Sheriff’s Office, District Court, Agency on Aging, and Clerk’s Office for the Employee Appreciation breakfast.

County Health Nurse Sue Rhodes met with the Board.  Charles R. Loiseau moved, seconded by Michael J. Keating to go into executive session at the request of County Health Nurse Sue Rhodes for ten minutes at 9:10 a.m. to discuss matters of non-elected personnel with County Health Nurse Sue Rhodes present.  Unanimous.  Charles R. Loiseau moved, seconded by Michael J. Keating to extend executive session for five minutes for the same reasons with the same persons present.  Unanimous. 

County Health Nurse Sue Rhodes recommended with the Board hiring Lisa Kenworthy, Blue Rapids as a part-time RN no benefits for 40 hours a month at $17.00 an hour.  Michael J. Keating seconded by Charles R. Loiseau to approve hiring Lisa Kenworthy, Blue Rapids as a part-time RN no benefits for 40 hours a month at $17.00 an hour.  Unanimous.

Oketo Fire Department #5 Fire Chief John Prebyl, Fire Board member Todd Young, and Assistant Fire Chief Doug Linkugel met with the Board to discuss funding a new fire house in Oketo.

County Attorney Laura Johnson-McNish met with the Board to discuss the proposed lease agreement and resolution to fund a new firehouse.  County Attorney Laura Johnson-McNish is going to contact the Attorney General’s office to get there opinion on the lease purchase of real estate.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board. 

Berry Tractor Sales Representative Ron Karn and Foley Equipment Sales Representative Randy Jordon were present for the motor grader bids.

Thomas K. Holle moved, seconded by Charles R. Loiseau to purchase the 2010 CAT 12M and snow plow for $225,887.00 with a 7 yr./7500 hr. buy back of $120,000 and trading the 2000 Galion for $25,600.00.  Motion carried.  Commissioner Keating voted no.

Public Works Administrator Mike Craig discussed the possibility to move the structure located in Section 36 of Vermillion Township on Wildcat Road  up in the five year plan to a scheduled letting in April of 2012.  Charles R. Loiseau moved, seconded by Thomas K. County Sanitarian Gary May met with the Board. 

County Treasurer Linda Weber met with the Board.  Charles R. Loiseau moved, seconded by Thomas K. Holle to go into executive session for five minutes at 10:58 a.m. at the request of County Treasurer Linda Weber to discuss matters of non-elected personnel with County Treasurer Linda Weber present.  Unanimous. ,  

Thomas K. Holle moved, seconded by Charles R. Loiseau to approve the following purchase orders.  Unanimous.

Sheriff Daniel A. Hargrave met with the Board.  Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the following purchase order.  Unanimous.

Charles R. Loiseau moved, seconded by Thomas K. Holle to declare the 1972 Chevy pickup used in the Custodial department as surplus and to advertise for bids in all the local newspapers with the right to refuse all bids received.  Unanimous.   

Economic Development Director George McCune and Community Development Coordinator Juanita McCune met with the Board to give them a weekly update.    

Green Capital Power, Lincoln, NE Wind Developers Jennifer Korgie and Kinsley Johnson met with the Board and gave a presentation on wind energy development projects.

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the Home City Sewer bills and pay them from the appropriate funds available.  Unanimous.   

County Clerk Sonya L. Stohs presented the Neighborhood Revitalization Application booklet and a flow chart that the Commissioners had asked for changes to be made in and they asked that a couple more things be added and presented at next week’s meeting. 

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve the Neighborhood Application Booklet with the changes and have the County Clerk’s office be in charge of administering the Neighborhood Revitalization Program. 

Charles R. Loiseau moved, seconded by Thomas K. Holle to approve a $5,000.00 a year salary increase in the County Clerk’s salary for County Clerk Sonya L. Stohs to be prorated for the first year effective February 1, 2011 for administering the Neighborhood Revitalization program, the County budget preparation and additional duties.  Unanimous. 

Charles R. Loiseau moved, seconded by Michael J. Keating to adjourn the meeting at 12:10 p.m.  Unanimous.  The next scheduled meeting will be Monday, January 10, 2011 starting at 9:00 a.m. 

There will be a reception from 9:00 a.m. to 11:00 a.m. honoring Commissioner Keating for his service to Marshall County and welcoming Commissioner Connell to the County.
