Washington County Commission minutes

COMMISSION MINUTES, DECEMBER 13, 2010         

The Board of Washington County Commission met in regular session on Monday, December 13, 2010 in the commission room at the Washington County Courthouse.  Present:   Alison Mueller, 1st District Commissioner;

Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk.  Absent:  Elizabeth Hiltgen, County Attorney, due to illness. 

Chairman Helms called the meeting to order with prayer.

The next regular meeting will be Monday, December 20, 2010 at 8:30 AM.

County offices will be closed on Friday, December 24 and Monday, December 27 for the Christmas holiday.  The board will meet on Tuesday, December 28 for the regular meeting.

The board approved payroll and bills totaling $229,953.66.

The board approved and Chairman Helms signed official Oath and Bond for Alison L. Mueller, 1st District Commissioner. 

Sheila Ouellette, Communications Director, reported that a 911 grant in the amount of $18,787.00 has been received for recurring costs.

The commission approved and Chairman Helms signed Official Bond and Affidavit of Sureties for Ronold E. Nutsch, Charleston Township Clerk

The board examined inventories for County Clerk; County Treasurer; Custodian; Register of Deeds; County Appraiser, and Travel and Tourism.

The board approved and signed change order nos. 2010-23 through 2010-25.

Chairman Helms left the meeting at 9:20 A.M. due to attending a funeral.  Vice-Chairman Otott took charge of the meeting.

Arlene Clayton, Belleville, visited with the board.

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine matters and reported problems with the printer at the transfer station.  He will travel to Salina on Thursday to a meeting with KDOT officials and other noxious weed officials to discuss problems with weeds on State right of way.  KDOT did not contract with local weed director for spraying of State right of ways in 2010.  Duane talked about proper procedures for disposing of outdated/excess medications.  The medication should be dissolved in water; poured into kitty litter, sawdust or coffee grounds; placed in a container such as a coffee can and placed in the trash.  Duane spoke with the board about being able to accept medications but cannot accept narcotics or high powered pain killers.  Duane also reported that Clay County has started accepting used mattresses to be sent to the prison facility in Hutchinson and hopes to begin the program in Washington County next year.

Christy L’Ecuyer, Business Coordinator, updated the commission on progress with paperwork for the hospital projects and other business contacts.

Gary May, Rural Lakes Region Sanitarian, reported that he has issued one permit and is working with several individuals to final inspections.

David Willbrant, Public Works Administrator, gave weekly work report and monthly budget report.  David gave update on various bridge construction phases.  The board approved and signed agreement for federal-aid construction engineering inspection services for project 101-C-4377-01.  Paradise Hill was discussed as well as costs involved with the county performing road work/snow removal for townships.  TransCanada/Keystone Pipeline has tendered a counter offer to the request of Washington County for damages.

The board recessed at noon for lunch and reconvened at 1:00 P.M. The meeting adjourned at 1:45 P.M.
