COMMISSION MINUTES, SEPTEMBER 13, 2010
The Board of Washington County Commissioners met in regular session on Monday, September 13, 2010 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner, Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk. Elizabeth Hiltgen, County Attorney, was absent due to trial matters.
Chairman Helms called the meeting to order with prayer.
The next regular meeting will be Monday, September 20, 2010 at 8:30 AM.
Representative Sharon Schwartz called the board to speak with them about a complaint she had received about roads in Kimeo Township.
Duane Bruna, Noxious Weed and Solid Waste Director, will help with the booth at the State Fair in Hutchison. KDHE representatives recently toured the new building that was built with grant funding.
Bob Jones, Washington, spoke with the board regarding Keystone Pipeline and the potential for a disastrous break in the pipeline and the effect on water and plant life.
David Willbrant, Public Works Administrator, gave weekly work report and monthly budget report. The board approved utility right of way permit for RWD #1. David will attend KDOT meetings October 14 and 25. The board will consider survey proposals from local surveyors to begin finding cornerstones within the county.
Gary May, Rural Lakes Region Sanitarian, reported that he has closed 1 permit and opened 1 permit for repair.
At 11:45 A.M. Alison Mueller moved to go into executive session and to include Lou Kern, County Clerk, under the attorney/client privilege for 10 minutes to place a phone call to David Cooper, Attorney, regarding pending litigation. Roger Otott seconded and motion carried. At 11:55 the board returned to regular session. No action was taken.
The board recessed at noon for lunch and reconvened at 1:00 P.M.
Quentin Ellis, Hutton Construction Business Development and Rick Freeman, HMN Architects, presented revised drawing of a proposed county health facility to Janice Kearn, R.N., County Health Director, and the board.
Ann Hawk, County Treasurer, gave the board figures for the upcoming tax sale as well as tax collections for 2008, 2009, and 2010.
