COMMISSION MINUTES, MARCH 15, 2010
The Board of Washington County Commissioners met in the commission room of the Washington County Courthouse on Monday, March 15, 2010. Present were Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner; Gene Helms, Chairman, 3rd District Commissioner, and Lou Kern, County Clerk. Absent: Elizabeth Hiltgen, County Attorney,
due to illness.
Chairman Helms opened the meeting with prayer.
The next regular meeting will be Monday, March 22, 2010 at 8:30 A.M.
Caroline Scoville and Helen Hubbard, representing the Washington County Swim Team, asked the commission for monetary support for the county swim team and for permission to use the courthouse lawn for a bake sale on April 17. The board approved the use of the courthouse lawn and denied the request for monetary support.
At the request of John Kern the board granted permission for the Farmers’ Market to use the courthouse lawn beginning May 15, 2010.
Don Alldredge, custodian, reported that PCI will be here to repair the steam pipe in the attic next week. The board gave Don permission to have an indoor thermostat installed to control the boiler while PCI is here..
The board approved and signed change order nos. 2009-72 and 2009-73.
The board reviewed inventory for the Communications, Jail and Sheriff departments.
Duane Bruna, Noxious Weed and Solid Waste Director, asked permission to attend the North American Weed Conference in Pueblo, Colorado in September. Alison Mueller moved and Roger Otott seconded to adopt Resolution No. 03-10 cancelling a check over two years old. Motion carried. Don Alldredge took equipment down to clean and wax the floor in a portion of the Noxious Weed office. Permission was given for R.L. Dusin Carpet to lay commercial tile in the remainder of the office.
Verle Decker, Hollenberg City Mayor, asked if the road to Hollenberg has been put on a plan for paving.
At 10:00 A.M. the department heads met with the commission. The personnel policy has been gone through by the department heads. Lou Kern, County Clerk, will put in the changes for re-submission to department heads and the commission. James Hedstrom, U.S. Cellular, presented two year contract for cell phones. Alison Mueller moved and Roger Otott seconded to sign the contract with revisions. Motion carried.
Debbie Swoboda, Emergency Management Coordinator, reported that the Christmas snow storm has been officially declared as a disaster. At this time she did not know exactly what will be covered.
Ron Matteson, Ergon Asphalt and Emulsions Inc. was present when David Willbrant, Public Works Administrator, presented quotes for oil and asphalt mix. David will make recommendations next week. Gene Helms reported road problems on the Clara Road and in Strawberry Township. Dick Powell and Justin Dragastin, Kastl-Powell Insurance Agency, visited with the board about contractor liability and various insurance issues. Permission was given for David to advertise to hire six summer hires.
Janice Kearn, R.N., County Health Director, was given permission to get prices for a generator to be purchased with Homeland Security funding. The possibility of a county health building was briefly discussed.
The board recessed at 12:05 P.M. for lunch and reconvened at 1:00 P.M.
Christy L’Ecuyer, Business Coordinator, reported that the census meeting had a small turnout. She is currently working on county website re-development.
The commission visited the Noxious Weed/Solid Waste office and went to Public Works to view a demonstration of road equipment.
