B&B BOARD OF EDUCATION HOLDS A SPECIAL MEETING CONCERNING CONSOLIDATION

  The special meeting of the U.S.D. #451 Board of Education was called to order Tuesday, February 23, 2010 by President Dale Sudbeck at 7:00 p.m. Alan Schmitz, Steve Sudbeck, Nick Holthaus, Jim Dalinghaus, John Haug, and Martin Haug answered roll call.  Also attending were Jerry Turner, Carol Hunninghake, and Cheryl Deters.
     Martin Haug made a motion to waive the 48 written notice for a special board meeting.  Steve Sudbeck seconded the motion; motion carried.  7-0
     The special meeting was called to discuss consolidation.  Steve Sudbeck, John Haug, and Martin Haug informed the board on the meeting they attended with USD 442 consolidation committee on February 22, 2010.  The discussion included two alternatives (a two way consolidation with USD 442 & 451 and a three way consolidation with USD 442, USD 451, and USD 488), bonded indebtedness, school identities, and timeline for consolidation.  The committee members also discussed a sample of a phased approach to combine buildings over a few years with a two way consolidation. The positive points discussed for a two way consolidation included: both districts share a common financial approach to the school district budget; both districts have room to move up with the LOB if desired; neither district has a capital outlay mill levy, which is supported by local property taxes; both districts have capital outlay funds to cover consolidation expenses such as buses, improvements to facilities, etc.; combined square miles of a consolidated district would be 225 square miles, not a large district for transportation; appears to have the necessary facilities without any major construction projects; academics and activity programs could be enhanced and implemented.
     The board discussed a three way consolidation betweeen USD 451, USD 488, USD 442 with a preK-12 configuration at Seneca and a preK-12 configuration with present structures in Axtell & Baileyville.  
     USD 451 board members discussed both of the alternatives for consolidation.  The board agreed to set up a meeting with members from USD 488 board to continue forward with the consolidation process.  The three board members that will represent USD 451 will be Nick Holthaus, Alan Schmitz, and Jim Dalinghaus. 
     John Haug made a motion to adjourn the special meeting at 8:48 p.m. Jim Dalinghaus seconded the motion; motion carried.  7-0
